The Nigeria Police Force (NPF) is under the general operational and administrative control of an Inspector General (IGP) appointed by the president and responsible for the maintenance of law and order.
He is supported at headquarters in Lagos by a Deputy Inspector General (DIG) and in each state by police commissioners.
The 1979 constitution provided for a Police Service Commission that was responsible for NPF policy, organization, administration, and finance (except for pensions). In February 1989, the then President of the Federal Republic of Nigeria, Ibrahim Badamasi Babangida abolished the Police Service Commission and established the Nigeria Police Council in its stead, under direct presidential control.
History Of The Nigeria Police Force
The new council was chaired by the president; the chief of General Staff, the minister of internal affairs, and the police inspector general were members. As part of the government reorganization in September 1990, Alhajji Sumaila Gwarzo, formerly SSS director, was named to the new post of minister of state, police affairs. In late 1986, the NPF was reorganized nationwide into seven area commands, which superseded a command structure corresponding to each of the States of Nigeria.
Each command was under a commissioner of police and was further divided into police provinces and divisions under local officers. NPF headquarters, which was also an area command, supervised and coordinated the other area commands. Later these Area Commands were grouped under Zone Commands as follows:
Nigeria Police Force Zone 1 Police Command – Zone 1 Police command located in the North-Western Geo-political zone of Nigeria comprises of Jigawa, Kano and Katsina states. As at the time of compiling this report, the zone was headed by AIG Tambari Y. Mohammed, fwc. The entire zone covers an area of about 96,765 square kilometers with a population of about 19,254,909 based on the 2006 census figure and combined police strength of 18,358 Officers and men.

Nigeria Police Force Zone 2 Police Command – Zone 2 Police Command located in the South-western geopolitical zone of Nigeria Comprises of Lagos and Ogun states. As at the time of collating this report, the zone was headed by AIG. Mbu Joseph Mbu. The entire zone has a Population of about 12,741,632 based on the 2006 population Census figures and combined police strength of 67,757 officers and men.
Nigeria Police Force Zone 3 Police Command – Zone 3 police Command is located in the North-Eastern Geo-political zone of Nigeria Comprises of Adamawa, Gombe and Taraba states. The Zone consists of the following sub-departments `A’, ‘B’, ‘C’ ‘D’, ‘F’ and `G’ with each performing its schedule of functions enumerated in part III of Police Regulations 1968. As at the time of putting up this report, the zone was headed by AIG Mohammed J. Abubakar, fwc. The entire zone has a total population of 7,822,716 based on the 2006 population Census figure and combined police staff strength of about 16,900 officers and men.
Nigeria Police Force Zone 4 Police Command – Zone 4 Police Command is located in the North-central Geo-political zone of Nigeria is one of the resultant effects of the Force reorganization, 1986 during which six Zones were created. Certain numbers of states were placed under the zone for the purpose of effective supervision and administration. Zone 4 presently has three states Commands under it namely: Benue, Nasarawa and Plateau state commands with the zonal Headquarters at Markurdi, Benue State and has a workforce of 321 personnel as at the time of putting up this report. Zone 4 Police Command was headed by AIG Aderele Shinaba, mni. The entire zone has a population of 9,261,231 based on the 2006 National Population Census figure and combined Staff strength of 16,363 officers and men.

Nigeria Police Force Zone 5 Police Command – Zone 5 police command located in the South-south Geo-political zone of Nigeria comprises of Bayelsa, Edo and Delta states. As at the time of collating this report, the flag of the Zone was steered by AIG Musa A. Daura, NPM, mni.
The entire zone has a population of about 9,020,081 based on the 2006 population census figure and combined police staff strength of about 22,221 officers and men.
The zonal Headquarters, Benin is the administrative base for the other states. It is situated at Adesuwa Grammar school Road, Benin-city.
Nigeria Police Force Zone 6 Police Command – Zone 6 police command located in the south-south Geopolitical zone of Nigeria also has Ebonyi one of the south-eastern states as a constituent member. The zonal command comprises of Akwa-ibom, Cross-River, Rivers and Ebonyi state. As at the time of putting up this report, the zone was headed by AIG Johnson Ogunsakin. The entire zone has a population of 14,168,075 based on the 2006 census figures and combined police staff strength of 35,141 officers and men. Akwa Ibom state according to the 2006 national population census figure has an estimated population of 3,920,208 covering the 31 local government areas with staff strength of 7,222 officers.

Nigeria Police Force Zone 7 Police Command – Zone 7 Police Command located in the North central Geo-political Zone of Nigeria has the Northern Kaduna state as one of its constituent. The Zonal command comprises of FCT, NIGER and KADUNA states. As at the time of compiling this report, the Zone was headed by AIG. Patrick D. Dokumor. The entire Zone has a population of about 11,422,012 based on the 2006 census figures and combined police strength of 34,515 Officers and Men.
Nigeria Police Force Zone 8 Police Command – Zone 8 police command with its Headquarters in Lokoja comprises of Kogi, Kwara and Ekiti states. As at the time of compiling this report, the zone was headed by AIG Christopher Dega, fwc. The entire zone has a population of about 8,033,788 based on the 2006 census figures and a combined strength of 12,320 Officers and Men.
Nigeria Police Force Zone 9 Police Command – Zone 9 was established in December 2000, but commenced its operation in January, 2001. It is located in the South-Eastern Geopolitical Zone of Nigeria and comprises of Enugu, Anambra, Imo, and Abia States with its Headquarters in Umuahia. As at the time of compiling this report the zone was headed by AIG Usaman Akila Gwarry. The entire zone has a population of about 14,208,234 based on the 2006 census figures and combined police strength of 49,791 officers and men.
