Gen. Murtala Rufai Ramat Muhammed was the military ruler (Head of the Federal Military Government) of Nigeria from 1975 until his assassination in 1976.

Before his death on February 13, 1976, Gen. Murtala Muhammed created the following 7 states:

1. Bauchi
2. Benue
3. Borno
4. Imo
5. Niger
6. Ogun
7. Ondo

The seven Nigerian states were created by Murtala Muhammed on 3rd February 1976 bringing the total number of states in Nigeria to nineteen in 1976.
